Moral Guarantors hold talks on ANU implementation amid political tensions

Moral guarantors overseeing the Agreement for National Unity (ANU) have held separate high-level meetings with government officials and leaders of the main opposition All People’s Congress (APC), amid growing scrutiny over the pace and credibility of the agreement’s implementation.

The delegation, led by former Gambian Vice-President H.E. Fatoumata Tambajang, included senior representatives from ECOWAS, the United Nations, the Commonwealth Secretariat, and Sierra Leone’s peace and cohesion institutions.

At State House engagements with Chief Minister Dr David Sengeh, the guarantors reviewed progress on the ANU and received an update on the implementation of the Tripartite Committee Report, which stems from Resolution 3 of the agreement. Government officials outlined completed measures and timelines for pending reforms, while the guarantors urged faster delivery and stronger institutional coordination.

But the process remains politically contentious. While the government maintains that implementation is ongoing and progressing, opposition parties argue that key commitments have stalled, deepening mistrust in the framework and raising questions about the effectiveness of the Tripartite Steering Committee.

In a separate meeting with APC leadership, the guarantors heard sharp criticism of the governance process. The APC described the Tripartite Steering Committee as ineffective and reaffirmed its stance that APC-led local councils will continue a governance boycott until what it calls credible and enforceable reforms are implemented. The opposition also raised concerns over electoral integrity and broader democratic accountability.

The guarantors acknowledged the differing positions but reiterated that sustained dialogue remains essential to preserving political stability. They stressed that the ANU process, though under strain, remains a critical mechanism for preventing further escalation and rebuilding trust between political actors in Sierra Leone.
