The Government of Sierra Leone has commenced nationwide enforcement of mandatory registration requirements for all foreign nationals residing and working in the country.
The exercise covers compliance with non-national identity cards, residence permits, and work permits. Authorities say the initiative is aimed at strengthening national security systems through the development of a comprehensive database of foreign nationals to improve monitoring and regulatory compliance.
According to officials, all non-citizens are required to obtain the relevant documentation and keep them in their possession at all times. Failure to comply may result in enforcement action.
Applications and renewals for residence and work permits are being processed through the government’s unified online platform, coordinated by the Office of National Security, the Ministry of Employment, Labour and Social Security, the Sierra Leone Immigration Department, and the National Civil Registration Authority.
While officials emphasize improved security and regulatory control, the rollout is already drawing attention from the private sector, where many businesses rely heavily on foreign workers in sectors such as mining, construction, retail, hospitality, and technical services.
Business owners say stricter enforcement could increase compliance costs, particularly for small and medium-sized enterprises employing expatriate staff. Concerns have also been raised about possible delays in permit processing and the administrative burden of regular renewals.
However, some economists argue that a properly implemented registration system could improve labor market transparency, reduce undocumented employment, and create a more predictable regulatory environment for investors.
Clear immigration records may support long-term planning in sectors dependent on skilled foreign labor, although the short-term adjustment period could create operational disruptions for some firms.
Authorities maintain that the exercise is necessary for national security and better governance of migration flows, urging all foreign nationals and employers to fully comply with the new requirements.
The Government has encouraged full cooperation as enforcement continues nationwide.
