Sierra Leone: Lands Minister says they don’t need government subvention for 2024

At the 2024 budget preparation hearing in the Ministry of Finance conference hall on Wednesday October 18 2023, the Minister of Lands, Housing and Country Planning, Dr. Turad Senesie, proposed a groundbreaking financing strategy that could generate over 100 billion Leones for the government.

Driven by the ministry’s commitment to revenue generation and development, the Minister urged the Ministry of Finance not to allocate subvention for the ministry in the upcoming fiscal year.

Instead, Minister Senesie advocated for the ministry to retain at least 30% of the revenues it generated to support its administrative and operational activities. By implementing this strategy, the Ministry of Lands aims to raise a substantial total of Le119,850,000,000 (One Hundred and Nineteen Billion, Eight Hundred and Fifty Million Leones) for the government, enabling the undertaking of various development projects and social services.

Highlighting the ministry’s recent achievements, Minister Senesie shared compelling figures and milestones during the hearing. From January to August 2023 alone, the Ministry successfully raised 38.9 billion Leones in revenue, despite facing challenges such as inadequate manpower, lack of vehicles and machinery, and an insufficient operational budget. Furthermore, since assuming office in 2022, the Minister introduced reforms aligned with the agenda of the President, resulting in an additional 19 billion Leones raised.

These remarkable accomplishments underscore the minister’s determination to drive sustainable growth and progress in the lands sector. By increasing revenue generation and implementing strategic reforms, the Ministry of Lands has successfully executed various development projects, contributing significantly to the country’s overall development.

Minister Senesie emphasized that the ministry’s success has been achieved through resourcefulness and a commitment to overcoming challenges. Despite limited resources, the ministry’s dedicated team has demonstrated exceptional performance and a strong sense of purpose.

The proposed financing strategy, if approved, would empower the Ministry of Lands to operate independently and generate substantial revenue for the government. The retained funds would support vital administrative and operational functions, facilitate the acquisition of necessary resources, and enable the ministry to spearhead critical development initiatives.

In addition to the revenue generated, the ministry’s ambitious plans include digitization efforts and proper sector planning. These initiatives aim to enhance efficiency, transparency, and accessibility within the lands sector, ultimately benefitting citizens and promoting sustainable economic growth in love with His Excellency’s Big Five Agenda.
