Sierra Leone and EU reaffirm partnership on democracy, security, and development

Sierra Leone and the European Union strengthened their partnership during the annual Political Partnership Dialogue held on 16 December 2025 at State House in Freetown. The dialogue was chaired by President Julius Maada Bio and included senior ministers and government officials, while the European Union delegation was led by Mr. Olof Skoog, Deputy Secretary-General for External Action, accompanied by six EU Ambassadors accredited to Sierra Leone and other senior officials.

Both parties welcomed the continued convening of the dialogue, describing it as a cornerstone of the long-standing and mutually beneficial partnership between Sierra Leone and the EU. Discussions focused on democracy and governance, regional and multilateral affairs, and socio-economic cooperation. President Bio and EU officials reaffirmed their commitment to democratic governance as the foundation for peace, stability, and inclusive development, highlighting ongoing political and governance reforms aimed at strengthening public confidence in electoral processes. The European Union reaffirmed its support, including through electoral observation missions.

The dialogue also emphasized the need for intensified collaboration to combat organized crime, illicit drug trafficking, and transnational criminal networks, stressing coordinated action, institutional strengthening, and information-sharing to protect security, public health, governance, and regional stability.

Sierra Leone’s strengthened international profile in 2025 was also highlighted, including its second year as a non-permanent member of the United Nations Security Council and its Presidency of the Council in November. The European Union commended Sierra Leone’s constructive engagement in regional and global crises and its consistent efforts to elevate African perspectives in multilateral forums. Both sides reaffirmed their commitment to a rules-based international order, the UN Charter, human rights, fundamental freedoms, and gender equality.

The dialogue further recognized Sierra Leone’s leadership role as Chair of the ECOWAS Authority in 2025 and the European Union expressed support for ECOWAS efforts to promote peace and stability through democratic governance and constitutional order. Maritime security was also emphasized as a key factor for regional stability and economic resilience.

Progress on Sierra Leone’s Medium-Term National Development Plan (2024–2030) and the Government’s Big Five Game Changers was reviewed, with discussions highlighting fiscal discipline, strengthened public financial management, and reforms to foster a conducive environment for private sector investment. Both parties agreed that good governance, adherence to the rule of law, and the fight against organized crime and trafficking are essential for social stability, citizen trust, and long-term economic growth.

At the conclusion of the dialogue, Sierra Leone and the European Union reaffirmed their commitment to continue these high-level consultations on issues of mutual interest, noting that the Political Partnership Dialogue will complement ongoing bilateral engagement and coordination within the Development Partners Coordination Group.
